The elves of the Dibang Valley. They refuse the imperial authority that Jin-Mao Huang claims over the valley and its inhabitants. As a result, they occasionally butt heads with the citizens of Wukeiwang, but in recent history this conflict has been fleeting and insignificant.
Their population is unknown, as are the numbers and locations of their settlements.
